A pause is not the same as a queue getting longer. It is a company deciding it would rather turn business away than take money it cannot service, and that decision is the signal worth reading here.
The disagreement in the figures matters less than it appears. PSA's tracker says roughly 10.9 million active units; summer coverage said nearer 14 million. Both can be true if one counts cards in the building and the other counts everything committed. Neither number changes the direction.
The practical consequence is about timing rather than price. Anything you planned to bulk-submit this autumn either goes elsewhere or waits until Value reopens. If you wait, expect the reopening to be crowded — every submitter who paused is holding the same cards and watching the same date.
