PSA opens a $59.99 tier on 14 September, and it is not Value coming back

Read the sequencing before the price. Standard is not the Value tier reopening under a new name, and PSA does not claim it is — the announcement says plainly that Standard is not a replacement for Value, which remains paused, and that Standard orders will be processed following existing Value and Bulk orders. The queue you join on 14 September sits behind a queue that has been forming since June, and the 90 to 100 business day estimate is the estimate for that position.

The price is worth its own look. At $59.99 this is the cheapest way into a PSA slab since the June pause, saving $20 a card against Priority — on a 50-card order that is $1,000, in exchange for roughly twenty extra business days. Measured against what Value cost before the pause it is not close, so any bulk submission modelled on pre-June economics needs redoing rather than adjusting.

The Express increase is the quiet part of the same announcement. It moved to $199 on the day, and PSA's stated reason is to protect the 20 to 30 day estimate for that tier. That is a straight answer, and it is also rationing: where capacity cannot be added quickly, price is what manages demand.

The renames will muddle comparisons for a while. Regular is now Priority, Walk-Through is now Premier, and any submission maths written down before 9 September refers to tier names that no longer exist.

The number to keep watching is the backlog, not the price list. It fell about a million units in the two weeks to 8 September, and PSA's own tracker frames that fall as the thing that makes reopening possible. Whether Value follows depends on that line continuing, and PSA has committed to no date.
